From 1993 to 2003, worked in the Federal Tax Police Service (formerly – the Tax Police of the Department of Tax Investigation) of the Russian Federation for the City of Moscow in the following capacities: head of the legal department, head of the legal service (retired colonel of the tax police).
From 2003 to 2004, worked in the Russian Ministry of Internal Affairs as deputy head of the Legislative Department of the Legal Directorate (retired colonel of the militia).
Made a consultative contribution to the drafting of legislation on taxes and duties.
Has participated in the working groups of the Russian Federation Supreme Court in the preparation of Resolution No. 8 of the Plenum of the RF Supreme Court of 4 July 1997, “On various issues concerning the application by courts in the Russian Federation of the criminal law relating to tax evasion”, and the Resolution of the Plenum of the RF Supreme Court of 18 November 2004, “On judicial precedents relating to the carrying out of unlawful business practices and the legalization (laundering) of illegally acquired financial resources and other assets”.

Author of more than 20 publications on problems of taxation.
